Update CS_MAJOR_VERSION to 3

What does this MR do?

This MR updates the container_scanning .gitlab-ci.yml template to use version 3 of the container_scanning Docker image. This new version includes support scanning containers from a FIPS enabled host. The updated documentation for this change can be found in !46507 (merged)
