Prevent augmenting for orphan dependencies
What does this MR do?
this is the fix for #229472 (closed) Feature is still under the feature flag.
When we parse dependencies, and if the feature flag is enabled, we can end up in a situation when dependencies have iid field but don't have location[ancestors]. This MR is fixing it.
