Fix `view_alert_integrations_list` Snowplow event

What does this MR do?

Currently view_alert_integrations_list Snowplow event is tracking all views of Operations=>Settings page as the component is mounted even when the section under which component is rendered is collapsed. This is not correct. We should track the event only if the user actually sees the integrations list (when parent section is expanded)
