Add new text and tab name

What does this MR do?

Updates text and tab name as outlined in #249145 (closed).

To Test

Go to a project with pipelines but no use of the needs keyword. (In GDK, there should be a seeded project that fits this case.) Go to a specific pipeline by clicking the number from the Pipelines list. Click the tab now called Needs.
