Generate audit event after new user is approved

What does this MR do?

Context

Currently when a new sign up is approved by the admin we aren't generating the Audit event as we do for other activities like blocking users.

Changes

These changes will generate the missing Audit event for that activity, hence the admin will be able to see it on the Audit log section of the admin.
