Issuable List: Add support for timeframe range and discussion

What does this MR do?

Updates issuable_list with following features;

• timeframe slot to show date range when used for Epics list (usage done in !46769 (merged)).
• Show discussions count when userDiscussionsCount property is present in issuable.
