Add assign self to group boards sidebar

What does this MR do?

To Repro:

• rails c
• Feature.enable(:swimlanes)
• Go to a group board http://127.0.0.1:3000/groups/h5bp/-/boards?group_by=epic
• Make sure the issue is unassigned
• Then click assign self

Whats not included

• loading state.

Add assign self capabilities to new assignee dropdown component.
