Add zip configuration flags for Pages

What does this MR do?

Adds configuration flags for zip serving to Pages admin docs.

Closes gitlab-pages#464 (closed).

Depends on gitlab-pages!392 (merged) and omnibus-gitlab!4754 (merged)
