Remove translations from todolist that are synced

What does this MR do?

Follow up from: #228846 (closed), working towards being able to remove the HTML todolist for the linter completely.

This MR:

• Removes HTML from the last two string on the TODO list that have not been addressed yet.
• Removes the strings from the HTML todolist that have already been addressed.
