Add linting tab to the CI editor

What does this MR do?

Add a lint tab to the Pipeline Editor that lists the jobs in a gitlab CI configuration. This MR depends on !49379 (merged) and !50160 (merged)

⚠ This MR does not contains details for each job under Value and this should done in a follow up after #290048 (closed) has been done.
