Add note about dynamic names and cleanup policies
What does this MR do?
Relates to: #281071
#281071 proposes supporting dynamic tag names with the cleanup policies. Since that may not get done for a milestone, this MR adds a note to the docs that the cleanup policies match on the tag name and not the full path.
