Merge 'Sample Data' and 'Built-in' tabs on Project Templates page
What does this MR do?

MR reworks the Sample Data templates frontend to streamline it into the standard Built-in
tab as requested in this comment here:
- Remove the "Sample Data" tab
- Remove the "Serenity Valley" data set
- Move the "Basic" data set to be the first item on the "Built-in" tab
- Rework the text of the "Basic" data set as follows:
- Title "Basic" becomes Sample GitLab Project
- Change description to: Get started with a project that follows best practices for setting up GitLab for your own organization, including sample Issues, Merge Requests, and Milestones
- If possible, remove periods from the ends of all of the descriptions on the "Built-ins" tab, since they're not complete sentences and periods are currently inconsistently used
