Add note about Dependency Proxy variables being added in 13.7
What does this MR do?
In #28058 we added pre-defined environment variables to help users authenticate when using the Dependency Proxy. This MR adds a note that the aforementioned variables were added in 13.7.
It also adjusts the top of the docs to say that these features were added to Core, not Premium.
