Revert "Merge branch 'if-require_otp_for_git_access' into 'master'"

What does this MR do?

Reverts !43474 (merged).

An issue with the original approach is that certain git commands issue multiple API requests. OTP as the name implies is one time only, so using them in multiple requests fails.
