Remove count_uploads_size feature flag [RUN ALL RSPEC]

What does this MR do?

Removes the count_uploads_size_in_storage_stats feature_flag.yml as followup from !49998 (merged). This caused the rspec:feature-flags job to fail in https://gitlab.com/gitlab-org/gitlab/-/jobs/916759016
