Add note about toggle of Elastic Search pause
What does this MR do?
Feature added via !34069 (merged) makes automatic changes to the pause settings internally which shows up on the UI too, even if a user did not directly perform the change
This MR adds a note indicating that the UI toggles may also appear due to the internal automation
