What does this MR do?

Track the following metrics with HLL tracking

Action	Description
comment_multiline_added	Added a multi-line comment to the MR
comment_multiline_edited	Edited a multi-line comment on the MR
comment_multiline_removed	Removed (deleted) a multi-line comment on the MR
