Remove bootstrap tooltip and popovers

What does this MR do?

Based on the awesome work happening on migrating tooltips/popovers away from bootstrap to our own GitLab UI components:

• &4409 (closed)
• &4383 (closed)

As we are now completely utilizing GitLab UI, we can remove the import of bootstrap popovers and tooltips!
