Override tertiary button mix blend mode for darkmode

What does this MR do?

Based on gitlab-ui#1112 (closed). This overrides the incoming gitlab-ui tertiary buttons mix blend mode multiply style for dark mode. This changes the mix-blend-mode value to normal in dark mode.
