Route alert management docs urls to helpful locations
What does this MR do?
With some docs rearrangement, the links for various alert management docs became a little too irrelevant.
I've updated the docs for two spots:
- Operations > Alerts when NO alert integration is configured
- Operations > Alerts when an alert integration IS configured, but there are no alerts yet
