Fix Debian packages API to raise 401 Unauthorized instead of a 404 Not Found

What does this MR do?

Force client to authenticate on Debian endpoints. This ensures dput asks user name and password (before this commit, 404 was issued).

This is a fix to step 1 of #5835 (comment 414103286).
