Consider context path in Jira issue links

What does this MR do?

Fixes #296833 (closed) by adding context_path to the Jira URL.

Jira can run on a subpath like jira.example.com/sub-path but this path is not automatically included. There was a similar problem when retrieving issues and there are some other places where we need to add context_path
