Ensure bug tracker issues_url contains :id parameter

What does this MR do?

This addresses #294226 (closed).

I don't know if documentation should be updated. Currently docs (redmine for instance) states that:

Note that the issues_url requires :id in the URL.

But since this is now automatically validated, this might be removed?
