Remove scalability_ci_fetch_sha feature flag
What does this MR do?
This is part of gitlab-com/gl-infra/scalability#746 (closed), and follow-up to !51208 (merged).
In !51208 (merged) we made a change behind a feature flag to balance out a low-probability, high-impact failure mode. We enabled the feature flag and nothing went wrong so now we don't need it anymore.
