Allow all possible permutations of tier badges

What does this MR do?

In !52651 (merged), we added the new self and saas tier types, but it seems the regex was not complete to begin with. It should match the one we also use for the docs site https://gitlab.com/gitlab-org/gitlab-docs/-/blob/642faf496b25d4550f10cd21c3c7794e135d793b/lib/filters/gitlab_kramdown.rb#L16-18.
