Create value stream feature specs

What does this MR do?

Updates the feature specs for creating a value stream to include some of the new functionality added in !51884 (merged)

• Adds specs for creating a value stream with hidden stages and custom stages using the new endpoint
• Minor refactor moving some helpers to spec/support/helpers/cycle_analytics_helpers.rb
