Use InterlockSizedQueue in pages migration

What does this MR do?

#300123 (closed) is still a problem. I was looking into code using threads in the similar way in our codebase and found InterlockSizedQueue.

I think locks on pop may cause the problem, so I'm reusing this class for pages migration.
