What does this MR do?

Verify check constraint existence before removing it

This change fixes the has_external_wiki not null check constraint removal by checking if the constraint exists before removing it. The existence check happens outside of the constraint removal statement, so it should not be blocked.

Note: the check constraint does not exist on production.
