Edited strings to be sentence case

What does this MR do?

This MR edits section titles on the Settings > Repository and Settings > CI/CD pages to be consistent with each other. Most were already sentence case; this updates the remaining titles.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
