Set MobSF version to 3.2.9 in SAST template

What does this MR do?

This MR updates the version of the MobSF service to 3.2.9 in SAST template. We have already updated the version in the analyzer. In this MR, we strictly set the MobSF service version to a specific version.

• Test for Android projects: gitlab-org/security-products/tests/java-android!12 (closed)
• Test for objective-c projects: gitlab-org/security-products/tests/objective-c!7 (closed)
