Change board url to path

What does this MR do?

For board links, we use url for group boards and path for project boards. We should make these consistent and use path as specified in https://docs.gitlab.com/ee/development/fe_guide/frontend_faq.html#5-should-one-use-a-full-url-for-example-gongitlab_url-or-a-full-path-for-example-gonrelative_url_root-when-referencing-backend-endpoints
