Expose `failure_reasons` in `Build#features`

What does this MR do?

This makes us to expose a list of failure reasons available for in a context of a given build allowing Runner to sanitise what is being sent.

Helps with gitlab-runner#27449 (closed) and chttps://gitlab.com/gitlab-org/gitlab-runner/-/merge_requests/2744.
