Refactor pipeline list specs
What does this MR do?
This MR updates our pipelines_spec.js by simulating user interaction when users change tabs of pages instead of changing values in the vm
state directly.
It also updates the specs to use async/await and reorganizes specs to use axios mocks more efficiently and avoid repetition, while removing a few redundant specs.
Note: Regenerate you local fixtures by running: bin/rspec spec/frontend/fixtures/pipelines.rb
