Remove unused feature flag YML files [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This fixes the rspec:feature-flags failure: https://gitlab.com/gitlab-org/gitlab/-/jobs/1025431997

Feature flag usage was removed in !53591 (merged) and !53481 (merged)
