Update SAML SSO for GitLab.com groups page

What does this MR do?

Based on #300370 (closed)

Addresses a conflict in https://docs.gitlab.com/ee/user/group/saml_sso/

The conflict comes from two different MRs:

• !39911 (merged) (Aug 2020, from @ricardoamarilla )
• !49029 (merged) (Dec 2020, from @cynthia )

I think it's correct that SAML SSO is supported at the subgroup level, but I'd like confirmation from all parties.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
