Enable ci_mini_pipeline_gl_dropdown by default

What does this MR do?

Enables ci_mini_pipeline_gl_dropdown by default, the feature flag is already enabled on gitlab.com (#300400 (comment 506860094)).

No changelog is required, because ci_mini_pipeline_gl_dropdown only consists of a refactor.
