Update Sample GitLab Project Template with MR conflicts fix

What does this MR do?

Follow up from !53750 (merged). MR updates the Sample GitLab Project template with essentially the same content that don't have MR conflicts.

Previous version did have conflicts and this in turn causes a notification email to be sent out to users whenever they make a project with the template.
