What does this MR do?

This MR solves: #290948 (closed)

The License Compliance and Dependency List Empty State Pages have been updated, the primary button was replaced by an Inline Text Link. See Screenshots attached.

How to reproduce:

• Open any Project where License Compliance and Dependency List is not configured.
• Security & Compliance -> License Compliance && Security & Compliance -> Dependency List will show you the empty state page
