Add helper to delete queued background migrations when rescheduling
What does this MR do?
This adds a migration helper to delete queued jobs using
Gitlab::BackgroundMigration.steal
, which should always be used
when rescheduling a background migration.
This is necessary in cases like !51475 (merged) where the original migration crashed with an exception, and during the second run the original jobs were retried as well and stepped on each other.
