Update PyPI installation instruction to mitigate CVE-2018-20225

What does this MR do?

This MR updates the PyPI installation command to use a combination of --index-url and --extra-index-url. It does mitigate CVE-2018-20225 protecting against unintended behavior while maintaining access to private and public dependencies.
