Use CI template for job untamper-my-lockfile

What does this MR do?

This MR changes the untamper-my-lockfile job to use the CI template. It also uses the version of the tool that lives under gitlab-org instead of my personal namespace.

Unlike !54311 (merged), this MR includes the CI template via URL to ensure that the build pipeline on dev has access to the template. See !54311 (comment 510636190) for more details.
