Move Auto DevOps troubleshooting to new file

What does this MR do?

This MR moves the Troubleshooting section from the current Auto DevOps page into a new page, to reduce the complexity of the existing Auto DevOps page, and to help surface information during searches.

I also removed the link to the Development guide page for Auto DevOps page, as this is something that can be searched for, as needed, and doesn't need a section call-out on this page.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
