Add rake task to cleanup description templates cache in batches
What does this MR do?
This MR takes a rake task code and moves into a service that can be reused in the rake tasks, or other parts of the code. The goal was to provide a way to mass reset description template names cache for #322078 (closed)
#322078 (closed) was eventually fixed in a different way which in essence involves cache reset as well, but simply by changing cache keys and leaving the old keys to expire based on gitlab general TTL which is 2 weeks.
This MR provides a way to mass expire cache keys in batches.
