Geo Status - Rename Attachments to Uploads

What does this MR do?

Closes #246833 (closed)

This change renamed the Geo Node Status Bar from Attachments -> Uploads. This data is provided to the frontend from a Rails helper, this is one of the "static" data types and simply needed the constant updated.
