Do not translate title of incidents
What does this MR do?
!54621 (comment 514808355) raised a really good point about how we would accomplish translating an auto-generated title of an incident for alerts, and really whether we want to at all.
This MR undoes the change to offer translations for the title of an incident (where the alert does not have a title).
Leaving off a changelog, as the change is contained within the milestone.
