Add CI_JOB_STARTED_AT and CI_PIPELINE_CREATED_AT as predefined variable

This MR fixes #22901 (closed) by adding CI_JOB_STARTED_AT and CI_PIPELINE_CREATED_AT as predefined variable in UTC and following ISO 8601.
