Add label list to Epic board [RUN-AS-IF-FOSS]

What does this MR do?

Allow user to add a label list to an epic board.

Requires :epic_boards feature flag.

Testing guidelines

• Navigate to Epics > Boards under a Group
• Click Create list button
• Select a label
• Click Add
• The new label list should be added to the board
