Expand logs of authorized projects refresh

What does this MR do?

Add more information to authorized projects refresh logs. We run many of these jobs to verify if the cache is consistent. However, in some cases these verification jobs also update authorized_projects. Adding more details to logging will help in detecting overlapping permission changes.
