Remove unused code which uses jQuery animate features

What does this MR do?

While investigating what needs to be done for moving to jQuery slim, I have found the following unused pieces of code:

• Remove admin log page related JS code

We have deleted the log pages from the admin interface with !30485 (merged) these functions have been leftovers and can be deleted.

• Remove change-owner-holder related code

This code hasn't been in use since 65b9768c / 439f399b. Let's remove it.
