Update package list logic for license compliance

What does this MR do?

Bug Fix for #321051 (closed)

Notes - I couldn't provide screenshots because this was hard to reproduce. The unit tests however and the happy path seem to work fine. The error path is tested in the unit tests.

When there are 0 packages, we just show a blank string for the Component column on the particular row with 0 packages.
